Saying it was “unreasonable” to demand a last-minute review, the Boone County Drainage Board on Monday unanimously approved drainage plans for Northside Trailer Supplies.
The company wants to move from Carmel to a 20-acre tract at Indiana 32 and County Road 1200 East, adjacent to Indianapolis Executive Airport.
Part of the project requires work on the Abbot Legal Drain, a ditch that runs through the properties of Northside Trailer and the airport.
Engineering plans for that work had been submitted to the county, but attorney Mike Andreoli, representing Northside Trailer, said his clients received a request last Thursday to have another engineer review the plans.
The original plans called for an open ditch, to which Drainage Board President Byron Loveless objected.
“I’m still not convinced that an open ditch should be put there,” Loveless said.
“My clients are concerned as to whether they are wanted here,” Andreoli said.
County Surveyor Ken Hedge said he wanted the county’s objection to an open ditch on file.
“I do not believe the open ditch will (drain water quickly enough) to satisfy the airport in the future,” he said.
After drainage board member Marc Applegate said, “it’s unreasonable for us to bring this up and to make them aware of this last Thursday,” the board approved the original plans. Loveless and Don Lawson voted no.
The drainage board also:
n Raised the maintenance fee for Garner Legal Drain to $2 per acre, with a $20 minimum payment. Four property owners spoke in favor; there was no opposition;
n Approved drainage plans for Primrose School, in Anson and
n Approved a variance request from the Zionsville Youth Soccer League to allow a dry detention basin at the facility.
