Whitestown given OK to annex within three miles of city

Lebanon — The Lebanon City Council voted at Monday’s council meeting to let Whitestown annex roughly one square mile of territory within the city’s three-mile radius.

According to Indiana law, entities wishing to come within three miles of a city must first obtain permission from that city, said Lebanon Attorney Bob Clutter. There are no such provisions for towns. All council members voted yes to allow Whitestown this annexation, except Councilman John Copeland.

“I still believe in that three-mile limit,” Copeland said Monday night, referencing when he voted against a similar request from Zionsville in late January, which also passed. “We are a city; they are a town. I don’t want to prevent a future city council from being able to do something within that three-mile radius.”

Whitestown’s annexation area encroaches no more than a 1/2 mile inside the radius.

The vote comes nearly four months after Lebanon first entered the ring in an annexation battle for land in Worth Township. One day after Election Day on Nov. 6 last year, a Whitestown-Worth Township reorganization plan was defeated in the general election via a referendum question. The defeat, with final tally of 61 percent of the votes to 39 percent, opened the door for Zionsville to annex the area, a process it began the morning of Nov. 7.
