Study: Interruptions had limited impact on ISTEP

---- — Though 32 percent of Lebanon students experienced disruptions while taking the online ISTEP-plus tests last spring, the Indiana Department of Education announced Monday that the testing issues did not have a significant negative impact on the students’ scores statewide.

Students in corporations statewide experienced issues while attempting to take the ISTEP tests online in late April and early May. ISTEP is for students in grades 3 to 8, and this was the first year all students were required to test online. Testing proctor CTB McGraw-Hill administered the test and worked on the issues for several days, as problems persisted during the tumultuous testing week. Indiana Superintendent of Public Instruction Glenda Ritz hired Dr. Richard Hill of the National Center for the Improvement of Educational Assessment to review the test results. Among other things, the IDOE states the report shows the average negative statewide impact on scores was not measurable, largely due to the quick actions taken by teachers, administrators, students, parents and Ritz. However, this does not mitigate the effect the interruptions had on students, parents and teachers throughout Indiana.

The exact impact of interruptions at the individual, classroom and teacher level cannot be ascertained.

At a corporation level, the report shows that 32 percent, or 487 Lebanon Community School Corporation students experienced disruptions while testing; 3 percent, or 19 students at Western Boone Community School Corporation; and 16 percent, or 436 students at Zionsville Community School Corporation.

Statewide, corporations ranged from one percent of students interrupted, at Hamilton Community Schools in northern Indiana, to 50 percent, in Vincennes.
